Amends Oklahoma Department of Transportation surplus property disposition procedures by requiring notices of surplus land sales to be posted on the ODOT website in addition to registered mail notification

Extends the response deadline for original property owners or successors to accept purchase offers from 30 days to 90 days before the Commission proceeds to public auction

Removes the previous 5-year window during which surplus property from partial takings could be offered at original acquisition price, and eliminates the fair market value requirement after that period

Requires the Commission to notify and offer purchase rights to original property owners for total takings (leaving no abutting remainder) before public sale, with the same conditions as partial takings

Effective date: November 1, 2025
