Expands Civil Service Division authority to receive and act upon disciplinary complaints and grievances filed by state law enforcement employees under Title 70 Section 3311(E)(6) and Title 47 Section 2-105, with an exception to the standard 30-day hearing timeline

Changes complaint review scope from mandatory limitation to the disciplinary file to discretionary, allowing administrative law judges to permit additional documentation or witnesses when needed

Grants law enforcement employees the right to proceed to a formal hearing if mediation is unsuccessful for written reprimand complaints, whereas other state employees must resolve reprimands through mediation exclusively

Requires establishment of administrative rules under the Administrative Procedures Act to implement the new law enforcement complaint procedures and right to be heard
