Establishes state policy to protect whistleblowers who report wrongdoing by state agencies, political subdivisions, public trusts, and private sector supervisors from retaliation

Defines "retaliation" as any threat or action to terminate, demote, refuse to promote, threaten, or intimidate a whistleblower who reports wrongdoing

Makes retaliation against whistleblowers a misdemeanor punishable by up to 1 year incarceration and a $5,000 fine

Creates civil liability for retaliators, allowing recovery of economic damages, emotional and mental anguish damages, and punitive damages

Prohibits convicted retaliators from holding any public office or employment, and awards attorney fees and costs to whistleblowers who successfully prosecute claims
