Amends 27 O.S. 2021, Section 13 to increase the minimum compensation offered for real property acquired through eminent domain from fair market value to 150% of the appraised fair market value

Requires that property owners cannot be forced to surrender possession until they receive payment or court deposit of at least 150% of the approved appraisal of fair market value

Maintains existing procedural requirements including property appraisal before negotiations, written statements of just compensation basis, and at least 90 days' written notice before requiring occupants to relocate

Effective date of November 1, 2025
