Transfer denials based on capacity limits set by the receiving school district's board of education cannot be appealed; only denials based on attendance or discipline history may be appealed within 10 days to the board and subsequently to the State Board of Education

Districts may deny intra-district transfer requests when attendance zones have been adjusted for managing student enrollment

Students may be granted intra-district transfers to participate in specialized programs within the district if school policy gives preference to such transfers and the student meets eligibility requirements

Intra-district transfer students are limited to one transfer per school year (reduced from two), except for foster children who may transfer without restriction

Effective date is July 1, 2025, with an emergency clause for immediate implementation upon passage and approval
