Amends the Oklahoma Property and Casualty Insurance Guaranty Association Act to add cybersecurity insurance coverage with a $300,000 cap per insured event for all first- and third-party claims under cybersecurity policies

Adds government-provided or government-guaranteed insurance to the list of insurance types excluded from the Act's coverage

Permits the Association to join organizations of other state associations and designate them as liaisons to bind the Association in agreements with receivers of insolvent insurers

Prohibits insurers, producers, and affiliates from using the existence of the Insurance Guaranty Association to sell, solicit, or induce purchase of insurance

Declares Association records confidential and exempt from the Oklahoma Open Records Act, except for the plan of operation and information required to be filed with the Insurance Commissioner; effective November 1, 2025
