Speaker of the House or President Pro Tempore of the Senate may direct the Legislative Service Bureau to submit bills containing health benefit plan mandates to the Oklahoma Insurance Department for impact analysis

Insurance Department must complete written analysis within 60 days covering social impact, medical efficacy (including peer-reviewed studies), and financial impact on premiums, insurers, providers, and state programs

Maximum of 6 referrals allowed per fiscal year, split equally between House and Senate; additional referrals require written approval from the Insurance Commissioner

Department may contract with third-party actuarial or mandate review specialists and consult other state agencies to assess impacts on state-funded programs

Completed reports must be provided to the bill author, committee chairman, and published on the legislative website; effective November 1, 2026
