Enacts the "Real Access to Whole Milk Act of 2025" and amends the Oklahoma Milk and Milk Products Act to add "sell" to the list of activities requiring a valid permit alongside producing, hauling, processing, and distributing milk

Exempts incidental sales of raw milk directly to consumers at the farm where produced, provided average monthly sales do not exceed 500 gallons

Exempts incidental sales of goat milk where average monthly sales do not exceed 100 gallons, and allows advertising of such sales

Permits farmers to make cheese using milk or cream produced on their own farm without restriction

Effective date is November 1, 2025
