Municipalities cannot annex more than 10% of their current land area or 8 square miles at one time without written consent from owners of at least 65% of the acres and 25% of the population to be annexed.

Municipalities must prepare and complete a service plan (water, sewer, fire, law enforcement) within 120 months of annexation; failure to substantially complete services allows affected property owners to petition for detachment or sue for enforcement.

Property owners in annexed areas where services are not provided can petition for detachment with signatures from a majority of property owners, and may pursue court action if the municipality fails to act within 90 days.

Municipalities are prohibited from using "connecting strips" solely to establish contiguity for annexation purposes and cannot attach ad valorem taxes to annexed areas for sinking funds related to judgments predating the annexation.

Landowners whose property is detached from a municipality are barred from petitioning for re-annexation to that same municipality for 10 years; effective date is November 1, 2025.
