Prohibits health care providers and medical students from performing breast, pelvic, urogenital, prostate, or rectal examinations on anesthetized or unconscious patients without prior written informed consent

Allows exceptions when the examination is within the scope of a consented surgical procedure, during emergencies where consent is impracticable, or when court-ordered for evidence collection

Classifies violations as a felony punishable by up to 5 years imprisonment, a fine of at least $20,000, or both, plus additional licensing board penalties

Requires written informed consent to include a description of the examination, its purpose, and any risks or alternatives
