Expands the definition of "exploitation of an elderly person or disabled adult" to include knowingly soliciting or purchasing residential property from these individuals at less than 70% of actual market value

Covers "wholesaling" schemes where buyers enter purchase contracts with elderly or disabled persons below 70% market value and then sell those contract rights to another buyer

Defines "elderly person" as anyone 62 years of age or older

Exploitation involving property or assets valued at $100,000 or more is a felony punishable by up to 15 years imprisonment and fines up to $10,000

Exploitation involving property or assets valued under $100,000 is a felony punishable by up to 10 years imprisonment and fines up to $10,000
