Amends 74 O.S. 2021, Section 1308.3 to remove the requirement that state employees must have "group" health insurance to opt out of state coverage, now allowing any separate health insurance plan to qualify

Active state employees may opt out of the state's basic plan entirely or opt out of health and dental coverage only while retaining life and disability benefits

Employees opting out must provide proof of separate health insurance and sign an annual affidavit attesting to current coverage

Employees who opt out receive $150.00 in lieu of the flexible benefit amount they would otherwise be eligible to receive

Effective November 1, 2025
