Enacts the "Justice for Noncitizen Minors and Human Trafficking Accountability Act of 2025" to address trafficking of noncitizen minors by organizations that failed to exercise due diligence in placing unaccompanied minors

Requires the Human Trafficking Response Unit to submit a comprehensive report by December 31, 2026, documenting the number of minors trafficked or transported through Oklahoma by "minor child trafficking organizations" between January 20, 2021, and January 20, 2025

Directs the Attorney General to establish standards for data collection, validation, and preservation that comply with evidentiary rules for use in future civil litigation against traffickers and complicit organizations

Defines "minor child trafficking organizations" as entities that transported unaccompanied noncitizen minors and placed them without verifying prior custodial relationships or conducting reasonable due diligence including background checks, home studies, and post-placement monitoring

Effective November 1, 2025
