Persons arrested for a second or subsequent DUI violation cannot be released by police without bail being granted by a magistrate, judge, or on-call judge, who must consider evidence of alcohol or substance dependence and provide written findings on bail amount based on public safety threat

Removes the mandatory drug and alcohol testing requirement for drivers involved in accidents causing death or great bodily injury where a traffic offense could be cited

Eliminates the 2-hour timing requirement for administering tests when a person is charged with DUI involving intoxicating substances other than alcohol, or combined influence of alcohol and other substances

Modifies blood withdrawal authorization by replacing specific arrest-related language with broader "exigent circumstances" standard for when peace officers can sign statements authorizing blood draws without consent
