Parents and legal guardians granted explicit right to access and review all medical records of their minor children, with health professionals prohibited from restricting such access

Parental access exceptions include: minors who are married, emancipated, or unsupported by parents; minors with no known relatives where two physicians agree on treatment; cases where access is prohibited by law; or where parent/guardian is under investigation for crimes against the child

Removes previous prohibition that prevented health professionals from sharing information with parents when a minor tested negative for pregnancy, communicable disease, or substance abuse

Health professionals required to make reasonable attempts to inform parents of emergency treatment provided to minors, and may (but are not required to) notify parents in other self-consent situations
