Creates the Oklahoma National Guard CareerTech Assistance Program to provide tuition assistance for eligible Guard members enrolled in technology center school programs leading to certification or licensure, for a maximum of 3 years

Eligible members must have a high school diploma or GED, at least 1 year remaining on enlistment, and must commit to serving 24 months in good standing after completing their last assisted semester

Recipients must maintain a minimum 2.0 GPA, satisfactory National Guard participation, and possess a Military Occupational Specialty (MOS) or Air Force Specialty Code (AFSC) after the first semester

Members who fail to maintain satisfactory Guard participation must repay assistance proportionally based on months of unfulfilled service out of 24 months, though hardship waivers may be requested from the Adjutant General

Establishes the Oklahoma National Guard CareerTech Assistance Revolving Fund in the State Treasury, funded by state appropriations and repayments, effective July 1, 2025
