Wrecker or towing service operators may contact Department of Environmental Quality-licensed highway remediation and cleanup companies when arriving at accident scenes requiring specialized labor, equipment, or debris remediation

Services from both the towing company and remediation company may be combined into a single bill submitted to insurance for payment

Wrecker or towing services and remediation companies may retain possession of vehicles and equipment through a possessory lien until the full bill for services is paid

Effective date is November 1, 2025
