State Board of Education may only revoke or suspend educator licenses for: willful violation of federal/state law, child abuse or neglect, moral turpitude, or convictions for specified offenses

Summary revocation or suspension of licenses pending proceedings is prohibited unless there is a valid emergency as defined in the Administrative Procedures Act

State Department of Education must notify the superintendent of the employing school district via certified mail and electronic mail when initiating a formal investigation of a license holder

License holder and employing school district must receive notice via certified mail and electronic mail within 3 days of any revocation or suspension application being filed with the Board

Effective date is July 1, 2025, with an emergency clause for immediate effect upon passage
