Renames the "Oklahoma State Regents' Academic Scholars Program" to the "Oklahoma Rising Scholars Award Program" effective July 1, 2025

Covers enrollment fees, tuition, other fees, room and board, and required textbooks/materials for up to 5 years of undergraduate and/or graduate study at accredited Oklahoma institutions

Eligible students include Oklahoma residents with ACT/SAT scores in the 99.5-100 percentile, Presidential Scholars, National Merit Scholars/Finalists, and Institutional Nominees (scores in 95.0-99.49 percentile or exceptional academic achievement)

Requires public institutions in the Oklahoma State System of Higher Education to provide tuition waivers for Institutional Nominees, while the state scholarship covers other costs; tuition waivers are portable only between public institutions

Limits nonresident student awards to no more than 25% of awards or funding in any eligibility category, and requires annual reporting on how many program participants remain in Oklahoma within 5 years of leaving the program
