Creates the Domestic Violence Offenders Registration Act requiring the Oklahoma State Bureau of Investigation (OSBI) to establish and maintain a publicly accessible online registry of domestic violence offenders beginning January 1, 2028

Registry will include offender name, date of birth, plea and conviction type, conviction offense, disposition date, county of conviction, and most recent booking photograph from AFIS

Convicted offenders must pay a $150 registration fee, with $50 retained by district court clerks for administrative costs and $100 remitted to OSBI for registry administration

Offenders will be removed from the registry 5 years after completion of their last sentence; provisions apply only to convictions occurring on or after January 1, 2028

Prohibits any cause of action for damages related to being listed or not listed on the registry, and amends domestic abuse reporting procedures to clarify data collection and privacy restrictions
