Amends Oklahoma's Production Revenue Standards Act (52 O.S. 2021, Section 570.10) governing payment of oil and gas production proceeds to royalty owners

Adds new provision that unpaid proceeds shall not accrue interest after the mailing date when a physical payment check is returned as undeliverable or remains uncashed by the royalty owner

Requires payor operators to maintain records of mailing dates and copies of undeliverable envelopes and physical payment checks; provision applies only to checks mailed to addresses provided by the royalty owner

Retains existing interest rate structure: 12% annually for late payments generally; 6% (pre-November 2018) or Wall Street Journal prime rate (post-November 2018) for unmarketable title situations

Effective date: November 1, 2025
