Amends the definition of "public utility" to exclude entities engaged in electricity production (expanded from previous "green hydrogen" limitation) that furnish electric service only to themselves, affiliates, or tenants on their premises, or through contracts with utilities for specific customers

Requires any project utilizing this public utility exemption to include a natural gas component in its power generation capacity

Entities claiming the exemption must still comply with state and federal grid interconnection and registration requirements and pay associated costs to regional transmission organizations or public utilities

Public utilities have no obligation to serve customers receiving electric service from entities qualifying for this exemption

Effective date of July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval; passed House of Representatives on March 26, 2025
