State Board of Education must adopt a standardized parental consent form for determining whether IEP students participate in the Oklahoma Alternate Assessment Program (OAAP) and receive instruction based on alternate achievement standards

Consent forms must be provided in the parent's native language and include a statement of benefits, risks, and legal implications, along with separate "does consent" and "does not consent" checkboxes with signature lines

School districts cannot place students in alternate assessments without parental consent unless they document reasonable efforts to obtain consent and the parent fails to respond, or they obtain approval through a due process hearing

Schools must hold an IEP team meeting with parents before changing a student's assessment status, with at least 5 school days advance notice of the meeting

Effective date is July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval
