Changes compensation for advanced, lead, and master teacher certificates from salary increases to stipends: $3,000 for advanced, $5,000 for lead, and $10,000 for master certificates, funded by state lottery dollars

Stipends are excluded from calculations for district/statutory minimum salary schedules and Teachers' Retirement System of Oklahoma contributions or benefits

School districts in the top quartile of Title I individual student allotment amounts may designate an additional 10% of teachers at Title I-receiving school sites for these certificates, beyond the standard 10% cap

Teachers at schools with 40%+ economically disadvantaged students or districts with fewer than 1,000 students receive additional one-time awards: $1,500 (advanced), $2,500 (lead), or $5,000 (master)

Effective July 1, 2025, with emergency declaration for immediate implementation upon passage
