Creates the School Access for Emergency Response (SAFER) Grant Program within the State Department of Education to fund interoperable communication hardware, software, equipment maintenance, and training for seamless communication between schools and first responders

Establishes a seven-member grant selection committee with appointments by the Governor, Speaker of the House, Senate President Pro Tempore, Commissioner of Public Safety, and State Superintendent, with members appointed by November 1, 2025

Requires schools to have a Memorandum of Understanding with their regional public safety answering point and local law enforcement for communications interoperability before applying for grants

Creates the School Access for Emergency Response Revolving Fund with expenditures capped at $5,000,000 per fiscal year, divided equally among approved grant applicants

Mandates school districts receiving grants submit annual reports by January 15, with the Department presenting summarized reports to the Legislature by May 30 each year, beginning in 2028
