Establishes an indefinite moratorium on construction or expansion of any new or existing wind and utility-scale solar energy facilities in Oklahoma, effective immediately upon passage

Prohibits all state agencies, authorities, boards, commissions, political subdivisions, and their officials from issuing permits for wind or utility-scale solar facility construction or expansion

Exempts facilities that were properly permitted, obtained Regional Transmission Organization approval, and are commercially operable prior to the act's passage

Exempts wind and solar facilities already in operation prior to the act's passage

Declared an emergency measure for public peace, health, or safety, taking effect immediately upon passage and approval
