Prohibits "prohibited foreign parties" (citizens, residents, governments, or entities from countries subject to International Traffic in Arms Regulations under 22 C.F.R. Section 126.1) from acquiring real property or agricultural land in Oklahoma, with violations subject to a 1-year divestment requirement and judicial foreclosure

Creates the Office of Agricultural Intelligence within the Oklahoma Department of Agriculture, Food, and Forestry to collect and analyze information on unlawful foreign ownership and report violations to the Attorney General

Requires all deeds recorded with county clerks to include an affidavit attesting compliance with foreign ownership restrictions, with the Attorney General responsible for promulgating the affidavit forms

Establishes felony penalties of up to 2 years imprisonment and/or $30,000 fine for violations, with an affirmative defense available for prohibited foreign parties who are resident aliens of Oklahoma

Exempts oil, gas, minerals, and other subsurface rights from the agricultural land restrictions, and protects current title holders from divestiture due to violations by former owners
