Requires first-time elected or appointed municipal officers to complete 8 cumulative hours of training within one year of taking office, which may be conducted in-person or virtually

Expands required training curriculum to include municipal budget requirements, Oklahoma Open Meeting Act, Open Records Act, ethics, meeting procedures, conflict of interest, purchasing procedures, municipal election procedure, and forms of municipal government

Allows training to be conducted by any instructor or organization certified by the Oklahoma Department of Career and Technology Education, replacing the previous requirement for a specific statewide organization

Officials who fail to complete training requirements will cease to hold office at the next governing body meeting after their one-year anniversary and cannot be reappointed until training is completed

Effective date is November 1, 2025
