Adds a statutory definition of "military service" to include Air Force, Army, Coast Guard, Marine Corps, Navy, Space Force, their reserve components, and both Air National Guard and Army National Guard for purposes of teacher salary calculations

Allows up to 5 years of military service during a national emergency to count toward annual salary increments for teachers and Foundation Aid computations

Clarifies that the military service definition applies to both teacher salary increment calculations and the minimum salary schedule requirements

Effective date of July 1, 2025, with an emergency clause for immediate effect upon passage and approval
