Prohibits Oklahoma public schools, technology centers, and higher education institutions from distinguishing between students based on COVID-19 vaccination status, including in athletics eligibility, classroom participation, student surveys, and seating arrangements

Expands existing prohibitions that already bar schools from requiring COVID-19 vaccination, vaccine passports, or mask mandates for unvaccinated students

Imposes a 5% reduction in state funding for school districts that violate COVID-19 vaccination status provisions, with the penalty continuing through the following fiscal year

Adds a separate 5% state funding reduction penalty for school districts that violate immunization record notification requirements for parents

Effective date of July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval
