Amends the Teacher Due Process Act of 1990 to add a third exception to the four-semester limit on temporary contracts for teachers holding emergency or provisional certificates

Teachers on temporary contracts generally cannot be hired for more than four semesters total by a school district, with existing exceptions for replacement teachers and retired Teachers' Retirement System members

Dismissal, suspension, and nonreemployment protections under the Teacher Due Process Act do not apply to substitute teachers, adult education teachers, or teachers on temporary contracts

Teachers completing a full school year on temporary contracts receive one year of service credit toward career status in that district

Effective date of July 1, 2025, with an emergency clause for immediate implementation upon passage and approval
