State Board of Education members may place items on meeting agendas upon written request by at least two board members, with placement timing decided by the requesting members in accordance with the Oklahoma Open Meeting Act

School district board members gain authority to add agenda items with written requests from at least two members for boards with five or more members, or one member for boards with four or fewer members

For large districts (over 30,000 ADM) with an elected board chair, the previous requirement for majority board approval to add agenda items is removed, aligning with the new member-request procedure

Vacant board positions are excluded when calculating the number of members required to request agenda items

Declared an emergency measure, taking effect immediately upon passage and approval; passed the House of Representatives on March 26, 2025
