Creates the College Fee Waiver for Children of Parents with Disabilities Act, waiving tuition, mandatory student fees, registration fees, and other required enrollment costs at Oklahoma public colleges and universities

Eligible children include biological, adopted, or legal ward children of parents with disabilities as defined under the Americans with Disabilities Act (ADA)

Fee waivers cover up to 4 years of undergraduate study or completion of a bachelor's degree, whichever comes first, contingent on maintaining good academic standing

Oklahoma State Regents for Higher Education must oversee implementation, establish eligibility verification procedures, and collect annual reports from institutions on waiver recipients and their retention/graduation rates

Declared an emergency measure, taking effect immediately upon passage and approval
