Oklahoma Insurance Commissioner granted authority to implement, establish, create, administer, or operate a health insurance exchange under the Affordable Care Act, including promulgating rules and applying for a Section 1332 waiver from the U.S. Secretary of Health and Human Services

Creates the "State-based Exchange Revolving Fund" in the State Treasury as a continuing fund not subject to fiscal year limitations, to be used for creation, implementation, administration, and operation of the state-based exchange

All monies collected by the Insurance Commissioner related to the exchange, including user fees, must be deposited into the revolving fund and cannot be transferred to other state funds or redistributed

Effective date of July 1, 2025, with an emergency clause making the act effective immediately upon passage and approval
