Authorizes the Oklahoma Conservation Commission to enter into contracts, agreements, and execute instruments necessary for its powers, including creating shared positions with districts, administering statewide programs, and exploring funding sources for conservation programs and pilot projects

Adds "tribal" throughout the statute to enable cooperation with tribes on agreements, donations, grants, and coordination of conservation programs alongside federal, state, and local entities

Eliminates the Conservation District Consolidation Fund, which previously provided financial assistance to conservation districts that chose to consolidate

Updates terminology and renumbers provisions throughout Section 3-2-106 of Title 27A
