Creates business court divisions within district courts in Oklahoma County (Division I) and Tulsa County (Division II) for judicial districts containing municipalities with populations exceeding 500,000

Establishes a 10-member Joint Committee on Judicial Vacancy Appointments (5 Senators, 5 Representatives) to provide the Governor with 5 nominees for each business court judge position; judges serve 8-year terms and must be at least 35 years old with 10+ years of complex civil business litigation experience

Grants business courts jurisdiction over complex commercial matters including corporate governance disputes, securities claims, trade secrets, intellectual property, partnership/LLC issues, and cases with at least $500,000 in controversy; excludes personal injury, domestic relations, consumer protection, and governmental tort claims

Requires $2,500 filing fee for lawsuits and $50 for subsequent motions in business court; mandates nonjury trials be resolved within 12 months unless parties agree to extension

Effective November 1, 2025; business court judges receive salary equal to district court judges ($145,567 annually)
