Creates "Neil's Law" establishing the Oklahoma Elder Exploitation and Abuse Act, which provides a civil cause of action for incapacitated persons and vulnerable adults against those who neglect, exploit, or abuse them

Defines key terms including abuse (physical pain, sexual abuse, deprivation of care), exploitation (unjust use of resources through undue influence or deception), financial neglect, and vulnerable adult (those unable to protect themselves due to physical or mental disability)

Awards actual damages for neglect or financial neglect, and triple damages for exploitation or abuse, plus punitive damages and attorney fees to prevailing parties

Allows claims to be brought by the vulnerable adult, their guardian, conservator, power of attorney agent, or estate representative, and claims survive the death of the vulnerable adult

Authorizes courts to grant access to financial, legal, and health records within 10 days and to issue restraining orders; physician-patient and spousal privileges cannot exclude evidence in these proceedings; effective November 1, 2025
