Amends 22 O.S. 2021, Section 340 to restrict grand jury transcript use to criminal proceedings, civil asset forfeiture proceedings related to indictments, removal proceedings for public officials, and preparation for those proceedings

Requires written motion and hearing before the presiding grand jury judge to release transcripts for other purposes, with the moving party needing to show good cause supported by clear and convincing evidence

Mandates that pleadings for transcript requests be sealed and hearings closed to the public unless the judge finds public interest in openness outweighs maintaining grand jury secrecy

Prohibits attorneys who obtain grand jury transcripts from representing parties in related civil cases or using transcripts to benefit or harm parties in civil proceedings, except in civil asset forfeiture cases related to the indictment

Establishes that violations of transcript disclosure restrictions constitute a misdemeanor and may be punishable as contempt; effective date November 1, 2025
