Creates 11 patient responsibilities including providing accurate health information, reporting condition changes, keeping appointments, following hospital procedures, and fulfilling financial obligations promptly

Grants minor patients 8 specific rights including treatment in the least restrictive setting, separation from adult patients when possible, individualized treatment plans, regular family communication, and participation in medical decisions with parents

Affirms parents and legal guardians retain final decision-making authority over their minor child's medical care; effective November 1, 2025
