Establishes the Oklahoma Massage Therapy Board as a new independent regulatory body, transferring oversight of massage therapists from the State Board of Cosmetology and Barbering

Creates a five-member Advisory Board on Massage Therapy appointed by the Governor for four-year terms, including three licensed massage therapists with at least 3 years Oklahoma practice experience, one massage therapy school administrator/faculty member, and one citizen member

Maintains existing licensure requirements: applicants must be at least 18 years old, complete 500 hours of formal massage therapy education from a state-licensed school, pass a nationally recognized competency examination, carry liability insurance, and disclose relevant felony convictions

License fees remain at $50 per year for renewal, $10 for duplicates, with biennial license expiration and a 30-day grace period for late renewal
