Requires residential roofing contractors in Oklahoma to obtain a residential roofer endorsement by passing an examination with a minimum score of 70%, effective July 1, 2026

Grants currently registered contractors in good standing a 12-month grandfathering period to either pass the exam or complete 10 additional hours of continuing education; contractors with existing commercial roofer endorsements are exempt from the new requirements

Increases administrative fines for residential roofing violations: first violation up to $500 (previously a warning), second violation up to $1,000 (previously $500), third violation up to $3,500, with registration revocation for subsequent violations

Authorizes the Construction Industries Board to administer and enforce both commercial and residential roofer endorsement provisions, including setting examination requirements, conducting investigations, and issuing or revoking endorsements

Exempts roofing labor contractors who only provide labor services, work directly for an endorsed roofing contractor, and do not provide materials
