Expands supervision authority for laser hair removal practitioners to include physicians, certified physician assistants, and certified Advanced Practice Registered Nurses (APRNs), and removes the previous exemption that allowed APRNs to operate facilities without physician oversight

Requires laser practitioners who are not physicians to complete a 40-hour training program combining didactic instruction, hands-on training, and performance of procedures, which may be completed internally or through a physician-overseen third party

Mandates that physicians, physician assistants, or APRNs establish patient relationships through face-to-face or telemedicine evaluations prior to treatment, and create patient charts containing informed consent and treatment plans

Requires overseeing professionals to establish facility protocols including complication management, determine the number of supervised practitioners, and review at least 10% of patient records

Declared an emergency measure, taking effect immediately upon passage and approval; passed the House on March 25, 2025, and the Senate on May 7, 2025
