Establishes the "Kay Floyd SANE Act" to make the Sexual Assault Nurse Examiner (SANE) Statewide Coordinator position permanent within the District Attorneys Council, removing the previous October 1, 2025 sunset date

Removes the "subject to availability of funding" contingency, making the position mandatory rather than conditional

Sets the SANE Statewide Coordinator annual salary between $125,000 minimum and $140,000 maximum, paid from District Attorneys Council appropriations

Coordinator responsibilities include overseeing forensic medical examination training statewide, recruiting SANE professionals, expanding local SANE and Sexual Assault Response Team programs, and coordinating payments from the Sexual Assault Examination Fund
