Amends Oklahoma's tie vote procedures for Runoff Primary, General, and Primary Elections, requiring the election board to select winners by lot at a public meeting within 10 days of the election

Modifies the lottery process to use opaque containers placed inside a transparent container that must be tumbled or shaken before drawing, replacing the previous method of drawing folded papers directly

Requires candidates to be notified by certified mail at least 5 days before the selection meeting, and allows each candidate to designate one witness to attend

Exempts state officer elections under Section 5 of Article VI of the Oklahoma Constitution from these tie-breaking procedures
