Prohibits the Attorney General from cancelling approved contracts with private attorneys or removing attorneys from approved representations except for breach of contract, gross negligence, or reasons specified in the contract itself

Amends existing law governing when executive branch agencies can hire private attorneys, which currently requires Attorney General approval for contracts exceeding $20,000 and requests for proposals for matters exceeding $1,000,000

Maintains existing contingency fee caps: 25% on recoveries up to $10 million, scaling down to 5% on amounts over $25 million, with a $50 million total fee maximum

Preserves transparency requirements including posting contracts on the Attorney General's website within 5 business days and annual reporting to legislative leadership

Effective date of November 1, 2025
