Amends Oklahoma's larceny of lost property statute (21 O.S. 2021, Section 1702) to establish tiered penalties based on property value: misdemeanor for under $1,000; felony with up to 2 years for $1,000-$2,500; felony with up to 5 years for $2,500-$15,000; felony with up to 8 years for $15,000 or more

Makes it unlawful to remove a shopping cart from a retail establishment's parking area with intent to permanently or temporarily deprive the owner of its use

Makes it unlawful to possess a shopping cart that has been removed from a retail establishment's parking area with intent to deprive the owner of its use

Shopping cart theft violations are punishable as a misdemeanor with up to 1 year in county jail, a fine up to $1,000, or both
