Sets strict timelines: forensic examiner reports due within 45 days, competency hearings within 30 days after examinations, and competency restoration services must begin within 30 days of court order

Requires mandatory competency restoration reevaluations no more than 4 months after treatment begins, with ongoing 6-month progress reports if incompetence continues

Applies Criminal Discovery Code provisions to competency hearings and prohibits any portion of these proceedings from being filed under seal

Takes effect November 1, 2025, with all amendments applied retroactively to existing cases
