Political parties that choose to hold closed primaries must reimburse the state for the total cost of those primary and runoff primary elections over the next two calendar years

State party chairpersons must notify the Secretary of the State Election Board between November 1-30 of odd-numbered years whether the party intends to hold open or closed primaries

If one party notifies of intent to allow all registered voters to participate, the notification deadline extends to December 15 for other parties to notify or change their prior notification

Parties may permit registered Independents or members of other political parties to vote in their primaries, but Independent voters cannot participate in more than one party's primary

Effective date is November 1, 2025
