Prohibits land application, spreading, sale, and distribution of sludge from municipal, commercial, or industrial wastewater treatment plants, as well as compost or fertilizer products derived from such sludge or septage

Exempts disposal at lined and monitored landfills, products from food/crop processing (brewing, distilling, food waste), precipitated calcium carbonate sludge, and animal manure from agricultural sources

Establishes civil liability for PFAS contamination resulting from violations after the act's effective date, with funds directed toward remediation of affected lands, crops, livestock, waters, and human health impacts

Requires Department of Environmental Quality to submit a report by December 1, 2025 identifying wastewater treatment capacity, alternative disposal methods, and long-term recommendations for prohibiting land application

Directs Oklahoma Department of Agriculture, Food, and Forestry to develop PFAS removal and remediation plans for impacted agricultural producers, with estimated costs to be included in the next fiscal year's appropriations bill
