Children of certified classroom teachers with at least 10 years of full-time public school experience become eligible for the Oklahoma Higher Learning Access Program (Oklahoma's Promise), with household income capped at 700% of the federal poverty level

Extends the deadline for students to enter program participation agreements from "prior to entering the eleventh grade" to "no later than December 31 of their twelfth-grade year"

Raises the age limit for students educated by other means to enter into participation from age 16 to age 17, and prohibits students age 21 or older from entering the program

Allows the Oklahoma State Regents for Higher Education to grant hardship exceptions to age limits for twelfth-grade students, though exceptions do not apply after high school graduation or to students age 19+ (for alternatively educated) or 21+ (for all)

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage and approval
